A New Library for Chemainus

Vancouver Island Regional Library (VIRL), the Cowichan Valley Regional District (CVRD) and the community of Chemainus, are preparing to build a new library at 9796 Willow Street.

The new, 5,000 square foot library is being built to replace the existing facility, which is undersized for the community it serves (1,200 square feet).

Later this summer, residents will be given the opportunity to oppose the new library project. Although there will be no increase in taxes or costs for residents of the CVRD, residents will be able to oppose that the CVRD borrow the funds ($2.23 million) for the new library, which VIRL will repay.

Why is a new library being built?

Vancouver Island Regional Library (VIRL) and the Cowichan Valley Regional District (CVRD) are preparing to build a new library for the community of Chemainus. The Chemainus branch of VIRL does not meet the minimum standards set forward by the Library for the size and condition of the facility to adequately serve the community.


Is this something new?

VIRL has renovated or built eleven libraries since 2011 within its regional system, including three new or refurbished facilities for the communities of Cowichan Lake, Nanaimo North and Nanaimo Harbourfront branches.


What can you tell me about the new library?

The new library will be located at 9796 Willow Street in Chemainus. The size of facility being planned is 5,000 square feet. The current Chemainus branch is sufficiently undersized for the community it serves, at 1,200 square feet.


What doest this mean to me?

To fund the new library development, the Cowichan Valley Regional District (CVRD) will borrow $2.23 million on VIRL’s behalf through the Province. VIRL will be responsible for repaying the loan. There will be no increase in taxes or other costs for residents of the CVRD. The loan will be repaid using the annual levies already collected from all members, which include amounts related to capital projects.

What do I need to do?

later this summer or early fall, the CVRD will undertake an Alternate Approval Process (AAP) where residents will be asked to express any opposition to the project and the loan. If more than 10% of residents are opposed, the project will not proceed. To move forward with the loan which VIRL will repay, the community’s support will be required.
