The Manager, Scheduling & Data Analysis is a planning, financial and administrative partner for public services and the organization as a whole. This position supports the Leadership Team by providing timely and meaningful analysis of our activity data, supports the evaluation of our services and manages the scheduling department.

The Manager, Scheduling & Data Analysis advances the service goals and strategic direction of VIRL by supporting the development, delivery, staffing and evaluation of library services that support the Mission, Vision and Values of the Vancouver Island Regional Library.

You have the following knowledge, skills and abilities:

  • Experience with service evaluation, data management and statistical analysis;
  • Proficiency in a range of software including spreadsheets, databases, presentation and word processing software;
  • Experience with Payroll and Scheduling systems;
  • Excellent written and verbal communications, negotiation, interpersonal and leadership skills;
  • The ability to think and act independently, solve problems and overcome obstacles;
  • Critical thinking, organization and problem-solving skills;
  • Supervisory experience in a unionized environment;
  • Experience preparing and delivering high impact presentations;
  • The ability to maintain budgets and understand financial reports;
  • Excellent organizational and project management skills with demonstrated ability to manage multiple tasks with competing priorities;
  • Excellent research and analytical skills;
  • The ability to maintain professionalism, objectivity, confidentiality, tact and diplomacy in a unionized environment;
  • The ability to explain, demonstrate and document complex business and technical concepts to all audiences;
  • The ability to support and coach supervisory staff on scheduling and deploying the work force;
  • Proven experience in collaboratively gathering, documenting, examining and analyzing operational requirements;

In this position, your duties may include:

  • Supports managers and supervisors in scheduling and deploying staff, while monitoring for internal staffing guidelines and financial impact for the organization;
  • Works with the Director of Library Services & Planning and Assistant Directors to ensure that VIRL’s replacement guidelines are up-to-date and responsive to the organization’s needs;
  • Develops, collects and analyzes key performance indicator and other data for the organization;
  • Provides outcome-based evaluation of services;
  • Provides summaries, visualizations and in-depth analysis of organizational data to support service development, quality improvements, short and long-term planning, annual reports, and materials which may be used for public distribution;
  • Supports the Deputy Executive Director with data analysis and organizational performance data;
  • Facilitates projects under the direction of the Director of Library Services & Planning and Deputy Executive Director;
  • Develops, analyzes and distributes and presents reports as required;
  • Provides training and assists library managers in developing best business practices for data collection, evaluation and replacement scheduling;
  • Builds collaborative relationships across the business;
  • Life cycle management of assigned employees including: recruitment, performance management and evaluation, and where necessary, lead disciplinary action up to and including termination;
  • Ensures adherence to policies, procedures, guidelines and collective agreements;
  • Reports organizational data to funders and external agencies as required;
  • Performs other duties as required.

Education and Experience that would make you stand out:

  • Completion of a degree or certificate in Statistics, Business or Public Administration;
  • Minimum of five (5) years (full time) relevant experience with increasing responsibilities in data management, reporting, forecasting and accounting;
  • Completion of courses in evaluation and measurement and/or a credentialed member of the Canadian Evaluation Society (CES);
  • Continuous education and/or demonstrated skills and knowledge in leadership, team building, customer service, communication, and conflict resolution.

 You should also know:

You are required to have a valid BC Driver’s License and a reliable vehicle given that there will be travel to various VIRL Branches or potential VIRL Branch locations. You will also be required to satisfactorily complete a Criminal Record Check (Working with Children & Vulnerable Adults).
