Library cards are free to residents who live or pay property taxes in the Vancouver Island Regional Library service area.
Non-residents who own or rent property, or those who attend an educational institution in our service area, can also get a Library card and use our services.

VIRL's service area includes:
Vancouver Island, the Northern Gulf Islands (Gabriola, Valdez, DeCourcy Group, Denman, Hornby, Lasqueti), Haida Gwaii (Queen Charlotte Islands), and Bella Coola on the Central Coast.
Not included in VIRL's service area are:
- Greater Victoria, including the municipalities of Victoria, Esquimalt, Oak Bay, View Royal, Central Saanich, Saanich, Colwood, Langford, Highlands, Willis Point, Durrance Lake;
- Alert Bay;
- Skeena area of the Skeena-Queen Charlotte Regional Districts,
- Southern Gulf Islands.
When you receive a library card, you agree to comply with all library rules and regulations, to assume full responsibility for all materials borrowed on cards that bear your signature, to pay promptly fines or charges for lost or damaged materials, and to give immediate notice of change of address or loss of card(s). You accept that failure to comply with library rules may result in loss of borrowing privileges.
